I thought Japan was NTSC region as well?

I thought American NTSC systems were a different region to Japan, and wouldn't play Japanese games?

ntsc and ntsc-j are different, from a standards perspective, ntsc-j uses the same black level and blanking values, where ntsc uses higher black level than blanking level, from a broadcast perspective they use entirely difference frequencies.
And of course, region locking prevents ntsc and ntscj games and systems running in each other.
