You're right. They are different.


They are often grouped up like NTSC-J and NTSC-U, or similar. But yes it's the same system. 

I'm in PAL territory.

How do you buy games for your 3DS? 


Eshop with Nintendo points cards, or whatever they're called now. Surprsingly although India is PAL region all physical copies of nintendo games here are NTSC (US) but they cost around 60 + dollars (for 3ds) so its not worth it. 

Wii U games on the other hand are impossible to find anywhere. So I just import physical from Amazon UK/EU.

PAL, Luxembourg (with belgian Club Nintendo as both share one market... to bad I would also need a belgian adress to get something sent to me from there! Oh, and Nintendo Directs from either France or Germany, depending on the language settings.)
