Cause it launches on PC first, so when it does launch on PS4, wont be a new IP.

thats not how it works, its a new IP, released later on the PS4. IP stands for intellectual property, since its the same intellectual property on PS4 and PC it will still be a new one, but a different release date. like watch dogs on WiiU, new IP, late release date.

I'd certainly not count NES Remix as a new IP as it's just a game collection like this for instance:

Whether to count Nintendoland, Captain Toad: Treasure Tracker and Hyrule Warriors as new IPs depends on where you draw the line.
Would you count Daxter as a different IP from Jak & Daxter or Jak 2? I wouldn't.

I'm not sure if I would count NES Remix either, but this games aren't just collection of older games. They are completely new challenges based on assets in old NES games. Sorry if I sound annoyed, but saying it is a rerelease of NES classics is just uninformed.
So X📦and PS4⃣ can have new IPs created by a third party's but Nintendo can't. ZombiU and Undercover were new IPs
