Because a game is a flop when sells less than expected, and is selling almost the same as Bayonetta 1 on 360 with 10% of the userbase! You are comparing aligned time frames for Bayo 2 on WiiU and Bayo 1 on 360, right?
The WiiU didn't have only 10% userbase (8 million vs. 80 million), it had over 20% of the 360-userbase (8 million WiiUs late 2014 vs. less than 40 million 360s early 2010).
And Bayonetta 2 had some additional advantages which skew the comparison: a big publisher behind it with all its PR power, the bundled-in Bayonetta 1 (almost) for free and no competition of similar games on that platform.
