If your product isn't on the shelf in a market, then your chance of creating good sales is nonexistant. Combine that with horrible PR leading into the generation and going against a competitor that has built a stronger brand in those territories. It's a recipe for disaster.

Selling a lot in the ROW markets may affect the PS4's library on the long run. Most likely, much of the ROW userbase is fans of "non-mainstream" genres such as F2P, platformers, and RPGs. And because the PS4 userbase has a wider variety of tastes, the PS4's library will consequently have a lot of variety, too.

according to this US & UK alone make up 55% of the non-nintendo console market, so MS focussing on making it a popular choice there is good crisis management in my opinion
