Most of Nintendo's Wii U titles so far have been 720p, especially the more graphically high-end ones like Mario Kart 8 and 3D World. 1080p has been reserved for less demanding titles like Wind Waker HD and Smash Bros. Zelda U looks a lot more demanding than either of those with that huge, detailed world.

But Mario Kart 8 and Super Mario 3D World were both 60fps. And I fail to see how SM3DW is super high-end. Zelda Wii U obviously looks a lot more demanding than these games, but it will only have to run at half the framerate and is coming out 18 months after Mario Kart 8 - I'm sure during this time Nintendo can manage to do more with their system and push it further.

3DW isn't super high end, but its more demanding than Smash Bros or Wind Waker HD, hence the lower resolution.
The thing with the Wii U is that it can do native 1080p, (see the above examples) but it generally looks better at 720p because then you have twice as much fillrate for shaders and such.
