It should be 30fps, but after A Link Between Worlds you never know. About the 1080p thing, well I don't know, the visuals just look... 1080p-ish I'm dead serious. Maybe it's the inconsistent framerate, I don't know.

Most of Nintendo's Wii U titles so far have been 720p, especially the more graphically high-end ones like Mario Kart 8 and 3D World. 1080p has been reserved for less demanding titles like Wind Waker HD and Smash Bros. Zelda U looks a lot more demanding than either of those with that huge, detailed world.
