That I've played... Maybe Nintendogs. It's not only a simulator (which I think is the worst genre), but it's a DOG simulator...

I wouldn't say SimCity 2013 is a contender for the worst game of all-time. Maybe the launch version was, where 70% (being generous) of the features just didn't work, but as it is now its at least in a playable state (even if the working state makes it the worst SimCity game ever made).

The list Jizz posted pretty much sums it up though, those games are pretty objectively terrible.
