If it has the issues the 3DS version had (and still has), then yes, it will get docked points. Surprisingly, even though Brawl had pretty bad online too, GT gave it a 9.3/10, but going by that 3DS review, I doubt they'll be as lenient this time around.

People were worried about 8 player (all on one system!), and everybody that gave early impressions, previews, or vids has shown it does absolutely wonderful in terms of overall performance. No drop in framerate/connections/etc.
Hell i even got to try 8 players yesterday with my 3ds and my bro used his and everything went fine 
(though it was 7 players from my experience)
If a game has a heavy online multiplayer focus.....and the online multiplayer doesn't work, then yes, it should get docked points. I mean, yea, you can play it offline and the single player may be competent, but if the biggest draw to the game is broken, then that should be reflected in the reviews.
Rockstar was smart with GTA V. They launched multiplayer 2 weeks later. It helped them to avoid backlash from reviewers.

Then they will release the proper version of the game they were working on the whole time this week to much fanfare. Easily the smartest company out there.

Holy crap you have/played the game? Do you know if we get Miiverse stamps like Mario Kart 8? And do GameCube controllers work for Mario Kart 8? I only have 2 wii controllers and a GamePad

They could do reviews in progress like they have been recently, not giving it a final score until the servers open up and fully test it out.

Considering the superior hardware and knowledge of what servers they need thanks to the 3DS version already being out, aswell as the 3DS inherently being more reliant on online multiplayer than Wii U, scores in that area should be better, but then again not all of the online features will be available at launch which could mean a rush job.
The online is almost guaranteed to have problems. It's always been Nintendo's weakness. Their one and only weakness.
I think it will get a pass, tho.
