LIke others said, PS4 has a dedicated ARM processor along with 256MB to take care of backgound install, downloads (that's why PS4 can download several files (8?) simultaneously) and to manage HDD access, everything while playing.
Also they have a great software called PlayGo that handles the whole thing with probably a specific API like: stuff to be installed in priority, in SP games, it's easy you install the levels in order.

I come from pc gaming, so was used to Insert CD 2, Insert CD 3, Insert CD 4 and so on. Then search for drivers and start finding a balance between playability and graphics options. That's why I went to consoles, insert disk and play. The ps3 fouled that experience and I'm glad it's back this gen. My kids still decline updates on ps3 and WiiU. "No not an update, skip it, bah don't want it! Can I play something else" Oh well that's why you get multiple consoles :)
Back when the PS4 was announced, there was an article where Cerny said cutting down wait times was a huge priority. It was one of the biggest complaints on the PS3. Now game installs take up 30-60 seconds of your time, firmware in 10-20 seconds, and everything can be background downloaded, Glad this was a priority.

Most games on PS4 have PlayGo functionality, in which games install only a part of the game that's needed to start playing and then they install the remainder of the game in the background while you play. This applies to disc games, as well as digital downloads so you don't need to download 30GB (or whatever) before you can start playing.
I thought that XB1 also had a similar system for some games, but it was always slower.
Xbone install times are hilariously bad, yeah. :/
Every one of my PS4 installs has taken less than a minute. It's rather awesome.
I think Destiny on PS4 is one of the slowest installs on PS4. The game starts quickly, but there is an in-game install step that took maybe 15 or 20 minutes IIRC.
Love the console but the install/update process is like the worst I've ever seen.
