The same goes for everybody else my age at the time. We knew what this shit ment! We knew what condoms were, we knew that you could get a female pregnant and the responsibilities of taking care of a kid, we knew the risks of std's and all these other diseases, we knew about how some teachers would get caught having sex with students and we would usually casually say "what idiot would tell on the teacher!?"
We knew the risks of all this shit BUT WE DID IT ANYWAYS! We were teens. This is what teens do. They experiment. You learn shit through experience.
The day before my 18th birthday was no different the day I turned 18. I didn't just wake up the next day with an infinite new amount of knowledge on sex. Nothing changed but my age.
I'm not saying it's right for the teacher to do it but.. if were already doing it then.. I'm not telling lol

The issue we have is laws are passed for a society, not an individual. When we decided 18 was an adult we did so knowing some people at 16 were more mature and some people at 20 are less. Unified standards keep things less complicated, even if they don't account for each person's mental development.
Much of it can come from where you were raised, how you were raised and simply your own personality. For example, I grew up in a conservative rural community so there were tons of things I didn't know at 16 that 18 and university exposed me to. Maybe growing up before the age of the internet being so prevalent played a major role in that as well.
While you may not see a distinction with "Eureka!" moments on birth days I would hope over time experiences do shape and change you or anyone. Maybe because I am 29 and have more events to give perspective, but 16 or 18 year old me becomes more immature, naive and foolish each year. I think many people go through this looking back, while in the moment they thought they "knew everything".
As for the logic of "people do it anyways". You cannot stop people from behaving in certain manners. All we can do is try to prevent via education, and treat via rehabilitation and/or punishment. Again, we tend to be easier on young people because many people remember learning the world and the mistakes they made in their high school days. There has to be a cut off point, and for now it is 18. By all means lobby to raise or lower it if you feel so inclined.
