I dunno. I'm wondering the same thing. But nobody seems to know how many the ps4 sold when it launched or how many pre-orders it got.

Sony gave no information about it, but ps4 launch was really bigger, especially outside of Moscow/Saint-Petersburg. But if you take into consideration the facts that xbox one was avaliable on grey market, pc gaming is really strong in russia, and russian segment of internet is full of xbox-haters, 15k preorders is a good number.

Predictions for end of 2014 HW sales:

About the "everybody anyone that wanted a console in Tier2 country already bought one", Unless you expect all gamers interested in a game to buy it in the first 6 months-1 year (which is untrue since console keep seeling for 6-10 years from launch) them it's obvious that it will sell on the official release even if available prior to that... the north is how much will it sell on the second week... But you guys never show in those weekly seeling threads when the sales drop from a cliff to say "Yes I was wrong".

Hasnt the XOne launched in Russia already ? What does that make Russia, tier 3 ? Tier 4 ?

The argument was that everyone in EU who wanted it, already had it. Most major countries from tier2 was in EU, so they had XO legally on shelves from global launch, and even publishers sold localized games in markets that XO didn't officialy launched in.
Russia is not in EU, so it hadn't - only gray import before launch.
