Because they didn't care at all about these countries.

UK and US = Most of 360 sales, they wanted to do the same for the Xone...but it's not really the same this time, 360 was free (ps3 was here one year and some months after) , Xone isn't.

Well considering some these countries still don't have full kinect support even with the delay, i'd it's more about technical issues than supply issues.
