The PS3 uses the cell architecture which is very hard to emulate on PCs. However the PS4 is a x86 architecture, similar to PCs which means we'll most likely see a PS4 emulator before a PS3 one.

How do you emulate the unified ram? Or the GPGPU? And the simple fact that a PS4 has much more raw power than a PS3? We might see a PS4 emulator before we see a PS3 one, but it'll still take a fucking long time until we see either.

There won't be any PS4, Xbox One and hell Xbox 360/PS3 emulator anytime soon.

Since you don't want to buy a PS4, I have a rather simple solution for you:

Buy 3DS
Sell 3DS and buy Vita
Sell Vita and buy PS3
Sell PS3 and buy Wii U
Sell Wii U and buy Xbox One
Sell Xbox One and buy Infamous Second Son

Go into Gamestop, break open the display case, put your Infamous disk in display PS4. Play until you get kicked out. Ask for your Infamous disk back. Sell Infamous and buy a 3DS. Repeat.

There is not that much to emulate...

it's very possible that the game will be available on PSNow in a few years and PSNow will come to TVs/smart devices/PCs in the future, so you might only need a dualshock 4

I think Xbox One and PS4 games might actually run on PCs in the near future, especially PS4 as it is extremely popular. It would require more of a wrapper than an emulator as you don't have to translate the machine code.

Rent the system and the game.

Shops usually have a section where you can play games for free for an amount of time. Go there and play it.
