I dont have any problem with them releasing it in Japan but console gaming is clearly dying in Japan and even Nintendo and Sony are doing not very good. It would be just a waste of precious time and resources and on top of that bad press.

I don't get the impression Sony cares about Japan either. Why should they? In Japan PS3 sold significantly less than PS2, Vita is a failure, and PS4's launch is modest.
Japan appears to be losing interest in Sony.

We can already presume MS investing less resources in Japan. They aren't buying AAA JRPGs this time.
And like I mentioned before, if MS wants Japanese support (Square, Capcom, Konami, etc) it makes sense to have a presence in Japan.

Why would they? How much money did Microsoft waste on the 360 last gen securing a bunch of major exclusives? No reason to go through that again.
