I don't really like him. He comes off as a slimy used car salesman. Interestingly, many at MS do.
But, you are right, he is unjustifiably used as a scapegoat. I highly doubt he was the one who got the DRM ball rolling. That most likely came from higher up. But it is all put on him, so they can more easily forgive MS and justify being able to purchase their console.
It's just as funny as people claiming Phil Spencer is the saviour of the Xbox brand, when he was there for the DRM BS, too. I believe he even made comments in support of it early on. No, he is no saviour. The changes to the One were things MS HAD TO DO, otherwise they have been even more dead in the water (even in the US), and would have happened regardless of who was put in charge. Ironically, the "saviour" may actually be the one in charge when/if MS decides to close/sell the Xbox HW division.
People thinking Phil Spencer is better are so naive, Spencer like all Xbox division was satisfied by the réal Xbox One vision, Don Mattrick took all the blâme only because hé was thé head, Spencer would have Saïd the same thing if hé was and had to sell his console
Predictions for end of 2014 HW sales:
PS4: 17m XB1: 10m WiiU: 10m Vita: 10m

Yeah, he is responsible for the huge failure called the xbox 360. Remember to think before you leap.
