PS3 would be my advise if you chose to get a last gen console. it has more and better exclusives and free online.
PS4 if you chose a next gen console. PS+ > XBL.( its 10$ cheaper too). Sony First Party > MS first party. its also is getting TLou: Remastered, which is a gem. you are getting the best version of games. you also have shit loads of games coming out soon. Destiny, FarCry, Evolve, AC: Unity, CoD, DriveClub, LBP3 ( ALL user generated levels are coming to PS4!). and next year you got The Order, Bloodborne, and Uncharted coming. also PS4 is the indie favorite console so even more games. you got better DVR - 15 minutes vs 5 minutes against XB1. it also has a better controller ( a device using AA batteries in 2014 is a complete joke). PS4 is simply the ultimate gaming machine.

There are ps3 games being ported to ps4 and there'll be PS Now in the future. Why buy a PS3 now and then a PS4 later? Might as well just go for the ps4 already. Less money spent on hardware and you'll still have access to some PS3 games.

Because 1: We're not sure if all the PS3 games will be ported, not all the good exclusives were published by Sony.
and 2: PS Now's service could be absolute trash, there's no point putting eggs in a basket just yet. We already saw how ridiculous the prices are, and not everyone has decent internet to play the games reasonably. if Onlive or any other cloud service has told us anything they're okay at best, horrible at worst.

I would say purchase a PS3 or PS4.
PS3 arguably has the best library of games from the last generation, and PS4 looks like it'll hit a nice stride starting late to early this upcoming year.
Soo much effort in OP, just get what games interest you, or what your friends have.
If your favourite games are generally multiplats, then decide based on controller or graphical capibility.

PS now works just fine and unless he plans on renting jrpgs that last over 100 hours for 90 days then he doesn't need to worry about pricing, sure as hell would be cheaper than buying PS3 + the games
