the difference is huge. the IQ on PS4 is way better

Yes, I am referring to the full resolution. There is a difference; but I'd like to see shots from actual in-game footage at the same angle before saying anything.

What did people expect? Game is only a year old, expecting a gigantic leap was always unrealistic.

Yep, angle is the biggest. The PS4 version also looks cleaner due to the higher res.

I am suprised at how bad the PS3 screen looks, though. No way the game looked that jaggy and like a blurry mess on PS3, there were many other screens that looked way better than this.

Yeah, I don't know about that PS3 shot.  I don't own the The Last of Us (played it on my friend's PS3) so I can't fire it up and compare, but I don't remember it looking as blurry as that.  That PS3 screenshot is 1920x1080, which means it's not its native resolution and I'm just wondering if maybe it's just a bad shot of the game?

About a year ago The Last of Us was a huge visual achievement. But looking at the PS3 shot in the OP, it was actually a blurry fucking mess.

Why would there be an upgrade for this? The upgrade program was for games that had a PS3 and PS4 versions with the PS3 version releasing just before the PS4 itself was released.
