It's not its own franchise, it's part of the Mario franchise as a whole, just one of the million spinoffs in that franchise.

Well, I consider it a "new" IP, in the same way that Half-Life and Portal are placed in the same world but are considered different things (because they are).

Well they have Splatoon coming out, so we`ll se how well that does...
