The power gap is big but not that big. A game that runs at 1080p30 on XBox One could easily run at 40-45fps on ps4. A useless frame rate that creates more trouble than it's worth. They can tone down the graphics a bit, optimize more and use a soft lock and allow some screen tearing to mostly hit 60fps on ps4. You end up with a worse looking game, and a lot of extra work getting all your animations and game logic to work correctly at 60fps. A lot of effort for 1 platform out of 4.
Easier solution, lock it at 30, increase the draw distance and level of detail, higher res buffer for shadows, reflections, light maps, all stuff that's easy to tweak.
They could have gone for 1080p60 on ps4, 900p60 on XBox One, yet the last gen version would still be stuck at 30fps. Still extra work to support 2 frame rates. Same target frame rate accross all platforms and probably 600p or less on xbox 360 and ps3 is the easiest way to go.
First of all, before everyone jumps to conclusions, like many of you are, the parity is not Xbox One vs PS4, it's because it's on last gen, "We’re cross-platform, so we had to be very delicate with all four consoles."
However, even if people want to argue why isn't it 60 FPS, you have to also ask why Drive Club is only 30 FPS.
Destiny is a beautiful game with vast worlds and lots going on at certain points. A solid 60 FPS probably wasn't feasible at this time. And I say "at this time" because history shows us 100% that it takes developers time to tap the full potential of new console hardware.

Will Destiny support cross platform multiplayer? These statements would make more sense if that's the case.

Not really.. its not exactly a per-pixel shooter, and 30 FPS is more then enough IMO. 1080p will make everything look cristal clear.
IMO 60 fps is slightly overrated. Most genres dont benefit at all from it. Brawlers, racers, some platformers and hack&slashers, and even some shooters do, but the rest... nope.

OP: This is good but to be honnest I'm actually worried, I would prefer a game running at 720p/60fps with same (or better) effects over a 1080p games at 30fps. Now it could also means that it is okay at 60fps but they are downgrading it 30fps so they is no dropdown during heavy effects scenes... I do not know about this.
