Well, you did not hear, it is the new excuse people are using now to bash on the Xbox One when a game looks as good on it than the competition :)
OP: This is good but to be honnest I'm actually worried, I would prefer a game running at 720p/60fps with same (or better) effects over a 1080p games at 30fps. Now it could also means that it is okay at 60fps but they are downgrading it 30fps so they is no dropdown during heavy effects scenes... I do not know about this.
