I disagree. Last gen, there were 260M in sales between the PS3/360/Wii. And that being the most expensive console generation ever. You still can't get a PS3 for under $200 and its been 8yrs. Now lets assume that a whopping 30% of that number are to people who buy more than one console for any reason, we still have around 182M in sales split between the PS3/360/wii.
If the XB1/WiiU don't do more than a combined 50M worldwide by the end of the gen, then the PS4 will by default sell over 100M. And I am inclined to believe that prices will drop a lot faster this gen, cause if MS keeps losing, then they will keep dropping tehir prices, which in turn will force sony to drop theres too. Last gen, price drops were slow and far between cause sony just couldn't bring the cost of the PS3 down fast enough.
That aside, I don't see the wiiU breaking more than 25M worldwide by the end of this gen and I think the XB1 will do around 45-50M
