I'm going to say yes since it's Vita hardware. But dropping the Vita from the name says otherwise.

It's a Vita therefore it "should" count. It runs on Vita hardware, runs Vita OS, plays Vita games, and uses Vita memory cards. The only thing different is how it's branded.

I expect a lot in the U.S.

The japanese and U.S market are basically polar opposites. A 99$ microconsole with PS Now kind of makes the PS3 obsolete. They just need to market it correctly.

Japan didn't buy into it because its not a handheld. Japan loves Vita relative to the rest of the world. I think the Vita TV could have the opposite affect here.

sorry but does it really play vita games? i say this because i didnt heard them talking about it playing said games, and since the Japan version is called VITA TV im kind of confused...
