been surpassed by dozens of games ?
I don't see dozens of games surpassed it , unless GTA V and SMG 2 are dozens of games .
on topic according to wikipedia no , PSM3 gave GTA san andreas 21/20
UC 2 is my game of the generation and it is a PERFECT game in my eyes , I like it more than both UC3 and TLOU combined I think it deserves that rating

The fact that GTA 4 is above GTA 5 invalidates this list. GTA 4 is one of the most overrated games in the last few generations. They took San Andreas, then took away 1/3 of the game, then change the scenery back to NYC.

Forget Uncharted 2 for a second. Why are we calling 10/10 "perfect"?
When the scale for measuring has only 10 (11 if you count 0) marks then we can't seriously call 10/10 perfect - it's just better than a 9.
There is also a precedent for scale breaking - the now ubiquitous, "He gave 110%" reaction to an outstanding sporting/athletic performance.
While one could argue that you can't give more than 100% effort how do we categorise a performance beyond our expectations? It's not unreasonable in that light to call that performance 110% - he's raised the bar of what should be expected of him in the future.
Likewise it's not unreasonable to view an 11/10 as recognition of a game that raises the bar for the award of top marks.
Of course it's hyperbole, but hyperbole has it's place and this could be an appropriate situation - an exaggeration to make a point. The point being that this was the best game he has ever played.
On the other hand it could just be bollocks!

I accepted that 11/10 and 21/20 reviews were "jokes"..but shit, this just made a whole lot of sense
