Smash wouldn't get a teen rating with Bayonetta's nudity in some of her attacks (or almost).

Maybe the could sell a NFC figure with a m-rating that unlocks Bayonetta as DLC.

I've seen things like "DLC not rated by PEGI" in some games. Maybe they can release mature DLC that doesn't affect the rating of the original game, but I don't know much about the rating rules.

Pretty simple: her hair attacks don't make her strip. You could, for instance, give her a cape that she would normally wear which could become her hair attacks (and such attacks would only be her "B" attacks anyway)
