It's all taken care of at the guest services department in the Target Store, usually right when you walk in you'll notice it. You can manage your account online and whenever you decide if you want to get the Red Card, they'll give you a temporary card to use while your Red Card get's sent by mail. So if you want to use the discount, you can get your 5% discount as soon as you apply for it. Takes like 5 minutes to get done.

Well $250 for Wii U + Mario Kart 8 would be better for me as I'd rather have the $60 than NSMBU which I probably can't sell for more than $40. Of course there's a chance Nintendo won't price cut or even bundle the game for that matter, so this deal is the much safer option!

Personally, I put less than 1% chance of any price cut before E3. If WiiU does get a cut this year, Its not likely to happen until end of Summer/heading into fall.
