This is usually done over here (at least within the Metro group) by recalling stock to a central warehouse (within the usual supply shipments of "stuff", repacking the stock into new bundles and redistribute it again. Happened several times per year over the last years with all brands of consoles. Doing it with a travelling salesmen group is another way of doing it (particularly if it consists of only slapping a cardboard on it). That doesn't surprise me at all and I'd say you simply reported a fact which isn't worth discussing let alone denying it happens.
