Not enough money for a SNES? Impossible.

Go get a Dreamcast and play the fantastic library of arcade games, it's hard to resist, the only thing greater would be a Neo Geo itself. You also get to play the best version of Crazy Taxi and kill zombies with the power of a KEYBOARD! That alone should sell you a Dreamcast but if you're still not convinced, then you need to play Jet Set Radio.

However if that sounds too awesome for you, that's fine, my second choice for you would be the N64. You'll find some fantastic gems such as Star Fox 64, F-Zero X and Kirby 64. There is also a great lineup of Nintendo first party games and Rareware games, you haven't played 3D platformers till you have played Banjo Kazooie and Banjo Tooie.

But hey, if you're feeling DANGEROUS. Then the Saturn is your man...or console. For what it lacks on the North American side of things once you bypass the region lockout you now have full access to the Japanese Saturn library. This includes Castlevania SOTN, Policenauts, and Radiant Silvergun. Definitely check out the RPGs and shmups on the Saturn.

N64 has the better games, an moar, but if you dont want your eyes and brain to get molten becos. of 15fps at240p
you better get yourself a DC with its half a dozen of classics

Dreamcast is the way to go from those three options.
Saturn didn't really have anything particularly interesting
N64 had controllers with analog sticks that broke/became loose very easily.

Gamewise, Dreamcast and N64 are both fairly strong. Dreamcast is more up to date, and despite being out for a far shorter time, seemed to have more games in total than N64. My recommendations:
Skies of Arcadia
Soul Calibur
Shenmue 1 and 2
Resident Evil: Code Veronica
Sonic Adventure 1 and 2

There's also a lot of really other cool games like the Marvel vs. Capcom vs. SNK games, Tony Hawk pro skater 2, Jet set grind radio, Hydro Thunder, Rayman 2, Grandia 2, Street Fighter 3rd strike, Powerstone, House of the Dead 2, Rayman 2, Virtua Tennis, a whole bunch of SNK fighters, etc...

Also, aside from there being more games on Dreamcast than N64,  Dreamcast games are way easier to get than N64 games.

I don't know why but everytime I see the word retro on the internet I instantly get excited thinking that news related to Retro Studios was released. I guess I'm obsessed with them lol.

Super Nintendo. You got Final Fantasy, Super Metroid, Super Mario's, Zelda a link to the past... I can go on. you get it.

I recommend getting all three, if your budget allows it. The best of the three is N64, but a lot of the games are available via Virtual Console on Wii. The same can't be said for the gems on Saturn and Dreamcast.
