Because western devs don't like to support handhelds. RMC from GoNintendo actually brought up the same point a few days ago: http://gonintendo.com/?mode=viewstory&id=222713
Western third party suppport is even better on Wi U.
My only 3DS game made by a Western studio is Luigi's Mansion ;)
The Vita has the same problem, Western studios aren't interested in handhelds anymore. They tried it with Assassin's Creed or CoD, but it seems to be over now.
Western studios often try to sell crappy downported versions of their big games on handhelds. Japanese developers oftenly create their games specifically for handhelds.

Because everyone dev wise in the market want to go Mobile (phone tablet).
I think they should(always try to be i as many markets as possible) but i also think they shouldn't abandon the handheld or console market
Yeah they all want to go mobile and sell games dirty cheap to the casuals.
Its funny that they dont try the same strategy on handhelds. When those games come to the 3DS or Vita they are priced double if not more. I dont get what goes on their heads.
This iteration of handhelds happened to come after the development tools for the mobile had already been thoroughly established and matured. Less work and higher margins. Why go backwards?
They are following Nintendo and are trying to sell to the casuals, 3ds is too core at this point
