It will happen from time to time. As much as I can imagine the normal start time of an athlete should be always in the same range of maybe 0.05 seconds. Let's say for this athelete it was to expect to get a time of 4.45-4.49 as start time if nothing unusual happens. that means that after 4 starts, the chance to have 4x the same time is like 1:125.

there were how many starters? 25? that means with 25 starters this should happen in every fifth race to one athlete.

whoever told you that it has to be faked  just because of the similar times should come with something better.

It is not just possible. It is statistically likely to happen at some stage, especially for atheletes on well known courses for them. They would only ever range in times by a very small sub 10 ms time even when being a little inconsistent, an athelete performing consistently at their peak will range even less.
