it apparently has to be working, which begs the question, if the consoles are being recycled why would it matter?, if you ask me theyre being refurbished and sold off in brazil for 3x as much.

I'm sure that's true. MS will recoup the costs and using a subsididary to sell them as refurbished units makes the most sense.
$100 here plus $10 per unit to clean and rebox, then sell for like $100 refurbished... make back like $60. Meaning they only really "lose" ~$50 per sale.
