Considering the game is still months away, I think they knew for a long time they weren't going to hit launch. If they did hit it somehow the wii u port and 7th gen ports would probably have been delayed.
Could be like the Gamecube version of Timesplitters 3. I couldn't get it in Australia but it came out everywhere else.

bad as PS4/X1 version, since Wii U was not reason of delay

Why? Rayman Legends has sold pretty well comparatively, and I still think it would have sold better on Wii U if released back in Feb. like it was supposed to be. Beyond that, Assassin's Creed IV also has sold decently, not GREAT by a longshot, but close to 150k, will likely hit at least the around 200k lifetime ACIII did.
Those aren't fantastic numbers, but they're enough to warrant future support. Besides, Ubisoft has reaffirmed their support for Wii U several times over, and I have a feeling that Watch Dogs will wind up faring better than AC.
The lack of any substantial evidence in the OP and the logic that Ubisoft have already invested in this game (and would save nothing by cancelling at this stage) tell me that this isn't true.
Have they ever actually shown "WiiU" footage and labeled it as such? just saying........
