General rule of thumb; when a US party is accused of failing to compromise, it's probably propaganda. The Republicans and Democrats are both at fault for the state of things today.
Also, under Obama's watch; Benghazi, NSA/Snowden (which covers internet/phone/who knows what else), IRS scandals, healthcare.gov, hell, ACA in its entirety has been a big mess, and Fast and Furious... Probably more. It would be silly to place all the blame on him, but he's definitely done plenty of things wrong.
OP: Obama could have been percieved much better had he been president during a much calmer time. Maybe during the Clinton years. There would be less for him to screw up. Though he'd have to do a hell of a lot better with his healthcare, because this has been a complete clusterfuck. But no, I don't think his lacklustre performance as President has set African Americans back.
