Of course theres no denying that Legends is selling more on Wii U right now but do you think if they launched it back in February exclusively on Wii U that it would have sold more than the 170k in 3 weeks? This is an honest question since I don't think Ubisoft thought it would necessarily sell more on PS3 or 360 but it would at least bring total sales up.

No, I don't think it would have sold better in February on Wii U alone than it is selling now on 4 consoles combined. But it probably would have sold better in February on Wii U alone than it is selling now on Wii U alone. I don't know or care what Ubisoft thought.
What I'm "butt hurt" about is the fact that when Splinter Cell sold very little on Wii U compared to other consoles, people made a big whoop-de-doo about it and said it's evidence that third-party games don't sell on Nintendo consoles and third parties shouldn't bother with them at all. Now that Legends is selling best on Wii U (about 37% if I remember correctly), hardly anyone is talking about it. Nintendo fans are getting distracted by the delay and ignoring the bottom line.
No, it doesn't have to compete with GTA on Wii U, but it doesn't have to compete with GTA on PSV, either, and that doesn't seem to be helping it any. By all accounts the game has more competition on Wii U with Pikmin 3, W101, and NSLU (another 2D platformer) just having been released and Wind Waker coming soon than it has on PSV, and the Wii U still has a lower install base than the PSV, AND the PSV version is underperforming dramatically compared to Origins. And this is all true of the UK sales alone; I'm aware that the Vita version hasn't been released or isn't being tracked yet in most other regions.
The initial response was to dismiss the game's success on Wii U on the grounds that it's a "flop" on all consoles, but as it's likely to exceed 200k next week, that argument is starting to ring hollow. Just as expected, Legends' sales were not front-loaded, and they're going to leg out pretty generously.
