No, I've seen developers who never really bothered with handhelds jump on the mobile bandwagon. Until you start seeing major handheld franchises jump to mobile (so if Monster Hunter or something like that were to go completely iOS/Android exclusive), you can't say there's been a shift. In some instances there are additional iOS/Android games in handheld franchises, like with Layton, but a complete shift of focus? Nah.
(I think this prediction is crazy.)
