Yes, bravo. If everyone were to report the stupid ones then we would quickly expunge the stupidity. That and it would make people seriously think before acting like a jerk in fear of losing what they are investing money into. It only takes a few to get things rolling. If nobody does anything then there is little chance of possible change occuring.
I do agree on your course of action though. Right after reporting him she should have just blocked him.
I believe MS has incorporated the "Reputation" system for XBone to combat this issue.

No, normal issues are "I can't log in." We get that all the time, however 'I've been charged twice' is big priority and CS issue can go from CS to authority in an email. Then, again like I say, we usually have factual evidence and can resolve things quickly, here there is actual evidence and nothing is done.

I agree, and this reminds me of a month or two ago when I downloaded "Spartacus" on PSN. I purchased in game currency to deck myself out with some good combatants like Oenameus and ran into issues with Ubisoft's server and ended up getting charged twice for the same purchase.
I called SONY and told the rep about the issue and he said he wasn't sure what SONY could do, but he would send the issue anyways.
In the end it took 4 days and SONY actually gave me my $5 back, even though it was Ubisoft who charged me twice! Nothing but good history with them on my end, like when they also fixed my 4 year old PS2 that was way past warranty.

Xbox Lice has 40 Million members. If only 1% of the people are idiots that would be 400,000 people. It only takes 1% of those people to act even crazier to generate 4,000 of these "cases". So, the line could be long before someone even looks at the eveidence. Like others have said, i think that the new reputation system will go a long way to fixing this.
So that guy sent a message that she did shit... and then I'm sure she didn't reply or replied 100% being civil, then he replied angrily with a voice message, to which I'm sure she just reported and didn't reply or bait him with any replies back, I'll bet at this stage she blocked him using the block feature which stops all possible insults coming from another player and definitely did not engage in a back and forth with him!

and then several messages later she is angry and demands that Bill Gates himself calls around to that guys house because she basically feels she lost an argument on the internet and that is now abuse? I would hope that no one believes she did not reply back? No one believes that if she was so blasted by it the first time and didn't wanna shit talk back to the guy she could have perfectly hit to block him. You get the odd message all the time on Xbl/Psn/Wow all those have an ignore feature for this occasion and a reply feature. If you don't use the one which immediately gets you out of the conversation then that's your own choice.

This is why I actually like Nintendo's over-the-top policies on the matter. I know if I report someone, they get handled quickly.
I personally, can easily ignore and laugh off anything. But the simple fact that my kids (7, 9 and 10) all game on my consoles and they should not have to deal with immature assholes who can't play with any self respect.
