So without all that console/diversity/marketing and all the other stuff that MS could gain out of it the only interest for other western publishers is to make games and make a profit right? So why have a studio in Japan where the building prices and salary costs are high when they could just go to countries like China and eastern Europe and get cheap labour. On that note, I think MS should set up a studio or buy one in eastern Europe as well, they make some very good games and do it at a much lower budget than western European/US/Japanese studios could ever manage.

I think all the big Western publishers can handle the demands of Japanese development markets if they wanted/allowed to.
If Capcom,SE,Namco can manage, what makes you think that Ubisoft, EA and Activision can't? Additionally, dollar is way stronger than Yen at the moment; with engine developers(Epic, Unity) making it easier to acquire a game engine, I don't see how can it be more expensive than running for example, Black Tusk.
Some games like Tales of series require under a million sales to become profitable as I heard. I'm pretty sure Namco budget for those games don't surpass let's say Fable Legends.
