Because of M$'s release policy, which states:
"Titles for Xbox 360 must ship at least simultaneously with other video game platform, and must have at least feature and content parity on-disc with the other video game platform versions in all regions where the title is available. If these conditions are not met, Microsoft reserves the right to not allow the content to be released on Xbox 360."
So basically if the game leverages the extra power of the other platform to have better features or look better, M$ won't allow it on their platform. This is just sad. I hope 3rd parties really stand up for themselves and call BS on this since they are the ones who wanted all the extra power, but sadly that probably won't be the case and we will be stuck with identical 3rd party games for both platforms even if one platform is superior than the other. The only way this could change is if PS4 greatly outsold the Xbone, but we will have to see.
