No.
It's still a more expensive console, and even taking that away would put it on equal footing with the PS4. This means that the gen will be close (much closer than it would be without the policy change) but it's not in the bag for Microsoft by any stretch.
I really wonder though, how much will this negative PR cost them in the initial launch stage? There was so much negativity that is has spread quite far, and the general public is pretty damn stupid so this will still spread.
This holiday will surely be interesting.
Microsoft still won't win with that price point but it will be cute to watch them struggle until they give a price cut. Additionally, the damage has been done. Most people in the general public let Xbox One die to them and even went as far to preorder PS4. It may change a few minds on here but again, it will take some time to fix that mess that literally only took a hour conference to do. They dug themselves quite the hole but at least they listened and acted pretty quickly.
Nope, they need to drop that price, and even if they price it lower than the PS4, they still won't win since the Playstation brand is bigger worldwide. Still, this is fantastic news, and we need more competition. Before they removed all the restrictions, it looked like PS4 would be the only successful console next generation.
The probed that all the cloud talk was BS, so they have less powerful machine for US$100 more

Hey Listen!
well now i can tell my bro. to go for it since MS has somewhat changed their minds.
he's not ready for next gen., but he's ready for KI.
No, it's still the most expensive console on the market and they've already lost a lot of consumer trust. But what they just did is give themselves a fighting chance and take a guaranteed 'win' away from their competitors.

Still expensive, still forced Kinect, but it is looking a lot more tempting to a lot of people now.
They are looking very, very weak now though, they were clearly afraid of what their policies could do to sales and obviously made a huge mistake with all these restrictions.
Maybe some publishers will get upset but what's the point of gaining their favor if consumers are furious and boycot your product?
