Pretty hard I'd imagine.
Think about this: the Vita Game Card is a maximum of 4 GB large. There are rumors of a theoretical 8 GB card, but only the 4 GB one currently exists. If that doesn't sound like a lot, that's because it isn't. A standard PS3 Blue Ray is 25 GB, or over six times bigger. And that's without any special loopholes; Uncharted 3 GOTY Edition is 43.5 GB thanks to dual-layering technology.
True, most games aren't as big as Uncharted 3. But even assuming most games are just a third of that size, imagine how hard it is to make a 14 or 15 GB game a mere 4 GB. Actually, it's even harder, because about 400 MB is reserved for patches and save data in Vita games. True, you can reduce the complexity of textures, simplify models, etc. But with developers moving towards even bigger and more complex games, why would they want to invest time into figuring out how to downsize?
I don't mean to bash the Vita. It's a neat little system with plenty of great games. But if you were buying one expecting games as big as those found on Blue Rays, despite having game cards smaller than a regular DVD, you were out of your mind.
Say what you want about the 3DS, it is appropriately powered for its game cards, which are also 4 GB. It may only be as powerful as a GameCube rather than almost as powerful as a PS3, but a 4 GB cap is a much better fit for the 3DS.

You do know that a lot of games if realistically developed aren't going to be 20-40GB right? Look at Skyrim on the 360. It's a great looking open world game and it's only 3.8GB. Final Fantasy 12 was on a single layer DVD, so also less than 4GB and there was quite a bit of voice acting and FMV added. God of War 2 was on a dual layer DVD, so up to 7.9GB, and remember this because I'll get to it in a second. While 4GB really doesn't seem like much, it's more than enough to get a decent sized game onto.
I mentioned God of War 2 because God of War Collection was announced in coming to the PS Vita. Not God of War 2 which, but "Collection." More than likely it'll run at full Vita resolution, but most of what is goiing to be done is downsampling of audio and compression of both audio and CG video.
Metal Gear Solid HD Collection for the Vita consisted of Metal Gear Solid 2 and 3. Both games were also on a dual layer DVD when released on the PS2. So around 16GB, yet it looks better on the Vita, runs at a better framerate, and is on a single 4GB Vita card.
So really, size is not really a big issue as they can compress compress game files to where it'll be mostly unnoticeable if you were to play the same game uncompressed. If you've ever used video compression files to put a video file on Youtube for example. The uncompressed video might be a massive size, but you can compress that same video to be much much smaller and there's very little difference in quality. I'm talking around 20GB of video compressed down to a single GB and there's only a marginal difference in quality, something you probably wouldn't notice unless side by side.
I'm not saying size doesn't matter though. Having more data to work with makes a big difference I'm sure. Just saying that just because it's 4GB doesn't mean it's two small to fit larger scaled games.
