DBZ games are not very strong sellers at all in Japan - Both Raging Blast games and more recently Ultimate Tenkaichi FWed at about 40-50k and I don't think UT broke 100k LTD (admittedly it is supposed to be crap, so that may not come as a surprise). Consider then that this a multiplat and I think you have your answer - BoZ on PSV is never going to sell gangbusters
That said, I don't entirely disagree with you that even on PS3, I though it might do better. DBZ seems to be making a very slight comeback in Japan with first the Battle of Gods movie and I believe that Weekly Shonen Jump is re-running the manga in colour at the moment. We may have seen the beginnings of this with DB Heroes which I think sold over 200k LTD on 3DS. However, this doesn't seem to be materialising for BoZ
Of course, it may simply be that it is doing alright and that the COMG pre-orders are just artificially surpressed with it being the holiday season right now. It isn't that important in the long run anyway, it's in the west that most DBZ titles make their money. Hopefully when we get the first next-gen DBZ game people will come and see if there have been any significant improvements and the renewed interest will increase sales

Bolded is where my expectations are coming from. 250k+ LTD for a fairly average card-game spinoff on 3DS; I'd expect better than that from Vita (trying to turn into a bit of an anime handheld at the moment) and PS3 ( ~ 10m userbase). And I'd expect it to be a bit more front-loaded, too, just because games on PlayStations systems always tend to be (compared to Nintendo systems).

Now, this presents a slightly awkward situation. DBH is the first DB game of any kind since Battle of Gods and may therefore be a sign that there has been a surge in the franchise's popularity which should mean stronger sales for BoZ when it drops. However, it is a very different game on a different platform with a larger active install basethan even PS3 and PSV put together.
Also, it simply cannot get away from the fact that it will be the 5th gane of its type on the platform, which I suspect means that fatigue will prevent BoZ from doing well, especially because I'd argue that you can see the effects this has had on sales of the previous games already. Now of course this doesn't apply to the Vita version, but generally I find these licensed games sell more on PS3 than Vita, as shown by Shin Gundam Musou last week
Personally I expect an uptick across all platforms to perhaps 70k or 80k across both platforms for BoZ, but who knows. If I'm honest though I quite enjoyed the game's demo it isn't a must-play at all, and will at best recover some of the same fans who bought the older games rather than see a huge increase due to a giant influx of new fans
I would like to say though that I'd be happy to be wrong as both a Vita fan and someone who has an attachment to DBZ :) Hopefully if it does better Bamco will invest in a better quality dev team for the series, I know lots of fans would like to see a DBZ game by CyberConnect2 (makers of the Naruto Ultimate Ninja Storm games) and personally, I think it'd be better to play than BoZ
