Somehow I found myself under this weird delusion that Japan actually really liked Fire Emblem. Like that Fire Emblem tended to sell over a million copies and sold most of its copies in Japan or something. And was a relatively niche title that tended to have most of its first week sales preordered. Must have been imagining things.

That's not really up to COMG, but the publisher. There has to be a date first at the very least though.

Why could Code Vein be pre ordered before it had a release date?

Code Vein did have a release date. Then it was delayed and went AWOL for many months, and now it has a release date again.

I think first and foremost the game just has to have a system confirmed so that the SKU can show up in the preorders. Final Fantasy Versus XIII (PS3) was on the charts for many years without a release date.
