Because that's not what he said lol. You literally just made that up. He said if Square Enix only cared about Japan then mainline Final Fantasy games would have been on handheld a long time ago, but Square Enix does not only care about Japan. They care about their western sales as well and arguably more than they do Japan nowadays considering the western oriented style that FFXV has. It's open world, it's no longer turn based, got a car, etc. No where did Boutros state that Japan sales don't count nor did he imply it.
