I have no clue how much the points mean, but 16 definitely isn't a lot.

The points refer to the # of pre-orders at COMG (A small chain in Japan). As a rule of thumb, game generally sell 500-1,500 copies per 1 COMG pre-order. I usually assume about 1,000.

So at this rate, Bayonetta 2 is looking to get maybe 25 pre-orders at COMG, so it's going to have a weak opening with ~ 25k sold. Maybe ~40k sold if it is recieved well.
