Hmm, no. If Cross-Buy, or Cross-Play for the matter, was to have any noticeble impact on Vita sale it would already be noticiable.
I don't see why this will change in the future.

Being serious though, Sony have the home console market under much better control. I don't think they particularly did too much wrong in the first year of Vita for it to sell so badly. It's had a great lineup of games, the market just isn't there for it the same as it is with home consoles. Pity really.
By outselling the wii u and xbone combined each week.
The fan base it has got already the growing support from 3rd party.
