nah he requested a permaban in summer, then came back last month with an alt and asked me if I could unban his previous account.

The new mod team has not come to a definite conclusion concerning ban/unban requests. (Because it really doesn't happen that often).
But I know the tendency goes pro ban and unban requests (I hope I right there :P) and I'm personally happy if a long term user changes his mind and comes back.

As all should know, requesting a permaban was never in question.
