After reading more about the game I'd swear there was a memory card mix-up and everyone got a demo version instead of a finished game.

No, I can't, because I haven't played any of the games mentioned. But Resistance is also an established IP. There was hype for the game.
I suggest messaging Dan Ryckert for a comparison between Declassified and Burning Skies; he wrote both reviews for Game Informer. At a glance, his Burning Skies review mentions poor AI (enemies can't line up a shot, friendlies get "caught" on obstacles), but not completely broken AI (enemies literally killing themselves, shooting into their cover), as in Declassified. He also praises the graphics of BS, while he was 'meh' on the graphics in Declassified.
The BS campaign evidently lasted "6 or 7 hours," about 6 or 7 times the length of the Declassified single-player. From his tone, it also sounds like he appreciated the story in BS to some extent. He praised some of the game's weapons and called one function, "a nice twist on the standard upgrade system." There seem to have been some new things in Burning Skies, as opposed to Declassified, about which he said, "All of this is on a much smaller scale than its console brothers... Customization isn’t the only thing that’s been whittled down, as the maps are claustrophobic and uninspired battlegrounds."
He criticized the touch controls in Burning Skies, then Nihilistic reused them in BLOPS instead of fixing the issue. Any other developer would be penalized for making the same mistake twice; why should Nihilistic be given a pass?
Finally, he mentioned that the multiplayer in Burning Skies seemed bare-bones and unfinished, something echoed in his Declassified review. However, he doesn't mention any glitches or game-breaking bugs in Burning Skies, as opposed to his comment that the Declassified multiplayer is "unplayable."
It sounds to me, at least according to this one critic, that Declassified is legitimately a much worse game than Burning Skies.

If a Playstation magazine won't even give it a rating above 40, when so many other terrible games can at least manage a few 80s/90s, then I'm almost certain this is going to be little more than a firing squad at this point.
Meritstation Review. If the game continues to get reviews as high as this one, no way metacritic will stay as low as it is now.

"Black Ops: Declassified seems to be completely unaware of the series' lineage, while simultaneously remaining ignorant of some of the basic rules of game design. It's an uninspired mess that's more concerned with making money than delivering any sort of enjoyment to the player. It's saving graces include the fact that the campaign is over before it can cause any permanent damage, and that the online component seems to actively deter you from playing. If Black Ops 2 did its best to advance the series, Declassified seems hell-bent on negating all of that progress."

Like: Decent multiplayer perks system, graphics are acceptable; comes with Call of Duty: Roads To Victory PS Vita-compatible download.
Dislike: Glitches galore; single player campaign is way too short; AI behavior is erratic and illogical; poorly synched sound effects and music; controls a mess; tiring touch-screen techniques; not much multiplayer to speak of; overpriced.
