i'm sure your not the only one who's thought of something like this...the only problem is:

1) the cost, where would we find the money to endlessly fund the sterilization of billion+ people( if your talking WW)
2) what I find risky about your proposal is the sterilization of kids during their most important time of there lives (puberty) might lead to unwanted/unexpected health risk in their lives
3) I'm sure in some countries this would infringe upon their constitutional rights...
4) even if this were to happen then this might lead to increased sexual activity in young adults which could lead to an increase in sexual diseases..and I'd take raising a kid than contracting something like HIV/AIDS..even worse maybe an increase of rapes...

I think this would just create a Jurassic Park scenario, you know "life will find a way" kinda thing.

Women would turn into men, sperm would spurt from the hand.... all sorts of possibilities....

So, you are also advocating destroying villages to save them, right?  So, the solution to the abortion issue is to totally prevent any woman from getting pregnant?  End result is the human race dies off.  This would happen, because artificial sperm does not exist.  

Or, do you want to have some to be able to breed?  At this points, the opening to Idiocracy comes to mind, where the smart people don't reproduce, and the dumb ones do, and the human race's collective IQ drops where it can't even solve basic issues of picking up its own garbage.

People would quit wearing condoms and STD's will run rampant. People are dumb and believe that the person they are sleeping with is clean and isn't a stanky hoe.
