I think likes of Elder scrolls and Fallout have gone down the drain.

Elder Scrolls ? Maybe,since in each elder scroll game they developed,they tend to make the world a bit smaller in comparision to the previous released though they make some major changes into the games ( skyrim ) which attract many people to buy the game.We might just have to see the next Elder Scrolls game to determined if the series went downhill.

As for Fallout,it is because they turn Fallout 3 into some mindless shooting RPG ? I enjoy Fallout 3 more than 1-2 since it had massive amount of mods,camera view that you can change between first person or third person and bigger exploration.

Out of that list, probably Final Fantasy and Silent Hill are the worst offenders. That doesn't mean they can't get back to form though. Tomb Raider and Deus Ex are both franchises that had relatively poor showings (Angel of Darkness and Invisible War respectively) and have improved since. You could probably put FEAR and Pro Evolution Soccer on the list too. Both franchises have been decreasing in quality for the last few games.
