The football game market was divided in two until recently, whereas Madden is a monopoly.
Now that FIFA has like three quarters of the football game market it's just gonna kick Madden's ass. Naturally, as the two sports' popularity can't be compared WW.

fifa has some competition with pro evolution soccer, that isn't so much competition atm but it was last gen when pro evolution soccer was the favourite football game for many many people. then you shouldn't forget that, just because "european football" is beloved on the whole planet, the game won't get sales of the whole planet. it's not as if there would be many ps3/360 in africa, many south american countries or asia/eastern europe.
35 of 68 million xbox 360 and 22 of 66 million ps3 consoles were sold only in usa. that means more than every second 360 and every third ps3 was sold in usa, the market for madden games. then you have the consoles sold in japan and few other countries with not so much interest in fifa games which you also have to take away from the consoles not sold in usa.
so in reality, the potential market for madden games is maybe even bigger as the market for fifa games and madden games have the monoply for that sport, fifa has to share sales with other football games.
Fifa is a lot bigger right now. In the 2012 iteration, Fifa has 12 million sold while Madden has 5.
If you're interested in comparing European Football and American Football, you'll have to add togeter the European ones, as there are several. You have Fifa (94 million), Pro Evolution/Winning Eleven (53 million), International Superstar soccer (4 million), and one could argue that Football Manager belongs there as well, having sold over 10 million (but 5 million on this site, due to lacking PC tracking).
On the other side, you also have NCAA football on the American side, with 40 million. Still, European football takes the popularity award both for lifetime and current.
fifa is far ahead, last year before fifa 12 i think it was they announced the series was at 100 million so it will be around 115 now. dont think madden has passed 100 million yet.

From pure logic I would say european football. American football is a US thing. Brits play rugby (there is a Rugby 13 gam from EA) and the rest of the world plays football/soccer. Even some of the worlds best teams are from south america.
So Fifa automatically should sell more. But statewise I dunno soccer is still some sort of a novelty there right?
Btw what do you guys think about rugby? should be similar to american football right? When visiting Ireland my guest family wanted me to play some Rugby on their PS2 I had no fuckin Idea what to do lol because I dont even know a single rule same goes for american football no idea why they carry eggs around.
